Unable to start Apache at the end of a Windchill Product Solution Installer (PSI) installation

Description

  • Errors returned during Windchill PSI installation:
Exception while attempting to connect (web service may simply not be running) 
java.net.ConnectException: Connection refused
    at java.net.PlainSocketImpl.socketConnect(Native Method)
    at java.net.PlainSocketImpl.doConnect(PlainSocketImpl.java:351)
    at java.net.PlainSocketImpl.connectToAddress(PlainSocketImpl.java:213)
    at java.net.PlainSocketImpl.connect(PlainSocketImpl.java:200)
    at java.net.SocksSocketImpl.connect(SocksSocketImpl.java:366)
    at java.net.Socket.connect(Socket.java:529)

and

Error code from apachectl is 1 
httpd: Syntax error on line 125 of /opt/ptc/Windchill_10.0/Apache/conf/httpd.conf: Cannot load /ptc/Windchill_10.0/dynatrace-4.2.0/agent/lib64/libdtagent.so into server: /ptc/Windchill_10.0/dynatrace-4.2.0/agent/lib64/libdtagent.so: cannot open shared object file: No such file or directory
