Existing Access Control Rules (ACL) cannot be updated via the loadFromFile utility in Windchill

Description
- Loading Access Control Rules works on the first load, but can't be updated on subsequent loads via the LoadFromFile command
- No errors or warnings returned in the MethodServer.log or command line
- Is it possible to remove Access Control policies from Products and Libraries using LoadFromFile
- Is there a way to update or delete existing Access Control List (ACL) with LoadFromFile
- Unable to grant Create permission when loading a policy rule via LoadFromFile
- Unable to load a particular ACL for Workflow Execution object via Org Templates
- When trying to update ACL using LoadFromFile Utility Method Server Log shows Error:
[wt.admin.AdministrativeDomain:53224,WCTYPE|wt.part.WTPart|be.savaco.Article,null,wt.org.WTRolePrincipal:59914,wt.access.WTAclEntry:59940,null,null] because "wt.access.policy.enable.overwrites" is not "true"
- Access Control Lists are loaded without error with LoadFromFile command, but cannot be seen on UI
- Can we revert/remove some added ACL using LoadFromFile
