- Creo with Windchill PDMLink: Creo model needs the status Checked out or Modified locally to create or change a parameter since Creo Parametric 10.0
- Users cannot create or modify a parameter in Creo via Toolkit
- The API for creating a parameter returns PRO_TK_CANT_MODIFY which is not in the documentation
- ProParameterValueWithUnitsSet() cannot modify parameter value when model is not checked out
